TWHBEA President Jerrold Pedigo presented the TWHBEA’s new HIO sanctioning program to the WHTA Board of Directors at a meeting today at the Cool Springs Marriott in Franklin, Tenn.

Walking Horse Report Publisher Christy Parsons was excused from the meeting when the WHTA went into an executive session, but she was able to obtain a copy of the new plan.

The TWHBEA plan for the new program follows. TWHBEA will also present this plan to WHOA Board of Directors later today at their meeting in Murfreesboro.

The plan has been informally presented to other HIOs including the Kentucky HIO. All HIO will be presented with the program in hopes of singing them all up to develop an organization that speaks with one voice for the Tennessee Walking Horse Industry.

The Plan

TWHBEA shall have a HIO Sanctioning Program

Each HIO shall agree to abide by the rules that collectively apply to all HIOs

Each HIO must be in good standing with the USDA

I RULE BOOK

a. TWHBEA shall own and provide a "Tennessee Walking Horse Rule Book" for the use of all participating HIOs

b. Each participating HIO shall be required to adopt the "Tennessee Walking Horse Rule Book"

c. The "Tennessee Walking Horse Rule Book" shall be the 2005 edition of the NHSC Rule Book, including amendments to date

d. TWHBEA shall fund a rewriting of the "Tennessee Walking Horse Rule Book", the intent to create a simplified, less conflicting and burdensome Rule Book.

e. The "Tennessee Walking Horse Rule Book" shall be organized and under the direction and supervision of the HIO Board of Directors

f. Amendments, deletions or changes to the "Tennessee Walking Horse Rule Book" shall be subject to the HIP Board of Directors and the standard approval process as outlined below

II JUDGES PROGRAM

a. TWHBEA shall provide a Judges Program for the use of all participating HIOs

b. TWHBEA shall fund and employ a Director of Judges

c. TWHBEA shall fund all travel and cost of the Director of Judges

d. TWHBEA shall provide and fund the cost of all Judges’ training and seminars

e. TWHBEA shall provide and fund the Judges’ applicant school

f. All judges who were licensed in 2005 by participating HIOs shall be automatically grand fathered and licensed by TWHBEA for 2006, subject to a normal licensing fee.

g. 2007 and there after, all judges must complete the minimum standards to be a judge as determined and developed by the Director of Judges

h. TWHBEA trained and licensed judges shall be available to all participation HIOs

I. TWHBEA’s Judges Program shall be organized and under the direction and supervision of the TWHBEA Director of Judges

j. Decisions or actions by the Director of Judges shall be subject to review by the HIO Board of Directors. Over ruling an action or decision by the Director of Judges by the HIO Board of Director shall be subject to the standard approval process as outlined below.

III DQP TRAINING PROGRAM

a. TWHBEA shall fund and employ a Director of DQP Programs

b. TWHBEA shall fund all travel and cost of the Director of DQP Programs

c. TWHBEA shall train and fund the cost and training of all DQPs for participating HIOs

d. All DQPs who were licensed in 2005 by participating HIO shall be automatically grand fathered and licensed by TWHBEA for 2006 subject to a normal licensing fee

e. TWHBEA shall provide and fund the joint training of DQPs and VMOs of all participating HIOs

f. TWHBEA shall provide and fund a DQP applicant school

g. TWHBEA’s DQP Program shall be organized and under the direction and supervision of the TWHBEA Director of DQP Programs

h. Decisions or actions by the Director of DQP Programs shall be subject to review by the HIO Board of Directors. Over ruling an action or decision by the Director of DQP Programs by the HIO Board of Directors shall be subject to the standard approval process as outlined below

IV INDEPENDENT HEARING COMMITTEE

a. TWHBEA shall organize, provide and fund Independent Hearing Committees for the use of all participating HIOs

b. Said Hearings shall be held at various location

c. Independent Hearing Committee shall be organized and under the supervision of the TWHBEA Director of DQP Programs

d. Decisions or actions by the Director of DQP Programs shall be subject to review by the HIO Board Of Directors

V OPERATING PLAN

a. TWHBEA shall provide and fund legal counsel, and such experts as deemed necessary, to advise and negotiate future Operating Plans

b. The HIO Board of Directors shall provide guidance in negotiating an Operating Plan

VI WASHINGTON LEGAL COUNSEL

a. TWHBEA shall provide and fund legal counsel for issues related to Federal and State legislation that might impact our industry

b. The HIO Board of Directors shall provide guidance and direction to the Washington Legal Counsel

VII TECHNOLOGY

a. TWHBEA shall provide and fund studies, they deem necessary, related to technology, equipment and other related subjects that positively or negatively impact our industry.

b. The HIO Board of Directors shall provide guidance and direction as to studies deemed necessary

VIII TWHBEA SHALL CREATE AND OWN AN HIO

a. The TWHBEA HIO shall be intended and used for emergency purposes

b. The TWHBEA HIO would actively pursue horse shows that are affiliated with non-participating HIOs

c. The Celebration shall be co-affiliated by all participating HIOs, utilizing DQPs from all participating HIOs

IX HIO BOARD OF DIRECTORS

a. An HIO Board of Directors shall be created and have authority over the items so indicated above

b. Regardless of the number of participating HIOs and subsequently their reprsentative members to the HIO Board of Directors, they collectively shall represent and possess 2/3 of the Board. Their 2/3 voting power shall be divided amongst the participating HIOs, pro rata, based on the number of shows each has affiliated the previous year.

c. TWHBEA shall represent and possess 1/3 of the HIO Board of Directors.

d. The standard approval process for any issue coming before the HIO Board of Directors shall require 70% of the vote

X FEES

a. TWHBEA shall receive $2.00 per horse for each and every horse inspected by participating HIOs or 50% of the revenue collected by the HIOs, whichever is greater

XI SHOW CARDS

a. All exhibitors must purchase and maintain a Show Card

b. Show Cards shall be $30.00 each and shall be split equally with the participating HIOs. $15.00 to TWHBEA and $15.00 to the HIOs
