Copyright - Toby Scarbrough's appeal of his suspension by the National Horse Show Commission has been set for Sept. 17-19, 2003. Scarbrough's appeal had originally been set for June 18 but had to be postponed due to a diagreement among the attorneys.

Scarbrough was reportedly suspended on March 14 for ten years, fined $5,000 and prohibited from ever getting a judges license or serving on any NHSC committees for a violation of NHSC rules at the 1997 Tennessee Walking Horse Celebration. He immediately appealed the penalties, but a hearing has yet to take place. Until the appeal is heard, Scarbrough remains eligible to participate fully at NHSC events and activities.
