Trump Signs Executive Order Requiring that for One New Regulation, Two Must be Revoked

President Donald Trump signed an executive order today that states for every new regulations proposed, two such regulations must be revoked. This move continues President Trump's emphasis on removing burdensome regulations on small businesses. On President Trump's first day in office he signed an executive order that withdrew all pending regulations pending a review by his administration.
The USDA had proposed a rule that would ban the action devices and pads worn by Tennessee Walking Horses as well as eliminate the industry self-regulatory Horse Industry Organizations (HIO). The rule was set to be published on January 24, 2017 but was withdrawn per the President's order.
It is not clear what today's executive order will mean to the USDA as they have the rule reviewed by the new administration.
